Before You Walk the Floor: The Preflight Checklist Every CISO Needs

Vendor evaluations fail when criteria come after demos. Here's the preflight framework that keeps judgment intact under cognitive overload.

Picture this: you're standing at the entrance of a conference expo hall. Six hundred booths stretch out in front of you. Every one of them has a screen, a pitch, and someone trained to make their product feel like the exact gap you didn't know you had. By booth 40, your evaluation framework has quietly dissolved into vibes and swag quality.

That's not a hypothetical. That's Tuesday.

What Most People Get Wrong

The standard advice for vendor evaluation is to "build a rubric." Compare features. Score criteria. Involve stakeholders. That advice isn't wrong, but it assumes the evaluation happens in a controlled environment where you have time, clarity, and zero social pressure. Conference floors, budget crunch demos, and urgent executive asks don't provide any of those conditions.

The real failure mode isn't picking a bad vendor. It's letting the evaluation context contaminate the evaluation criteria. You walk in without defined requirements, you get dazzled by a slick interface or a hot buzzword, and suddenly you're reverse-engineering your needs to fit a solution you already emotionally committed to. Security practitioners call this confirmation bias. Pilots call it instrument fixation. Both will get you killed.

The Preflight Insight

I fly helicopters. Before every flight, I run a checklist. Not because I don't know the aircraft. I know it cold. I run the checklist because high-stakes environments systematically degrade judgment, and the antidote is a structured protocol built before the stress begins.

The same discipline applies to vendor evaluation. The checklist doesn't live in your head during the demo. It lives on paper, completed before the first slide deck loads.

Here's the principle: your evaluation criteria must be locked before vendor contact begins. Not during. Not after. Before. Once a vendor starts talking, your brain starts solving for how to make their thing work. That's human cognition doing exactly what it's designed to do, and it will override your objectivity every time unless you've anchored yourself to pre-defined requirements.

This isn't just theoretical. Managing cybersecurity for 35 state agencies, 107,000 employees, and over 200,000 devices, I don't have the luxury of falling in love with a product and figuring out the fit later. The wrong call on a security tool doesn't just affect one organization. It propagates across an enterprise ecosystem, and unwinding it costs more than the tool itself.

How the Framework Works in Practice

The preflight checklist for vendor evaluation has four components. Run all four before any demo, briefing, or conference walk.

  1. Requirement lock. Write down the specific capability gap you're solving. One sentence. If you can't state it in one sentence, you don't understand the problem well enough to buy a solution. For my environment, this might look like: "We need automated correlation of threat intelligence feeds across 35 agency SIEM instances without requiring manual normalization at each node." That specificity is the anchor. Every vendor conversation runs against that sentence.

  2. Constraint inventory. List what the solution must work within, not what you want it to do. Integration requirements, budget ceiling, staffing model, data classification constraints, statutory compliance obligations. In state government, that last one matters. A product that doesn't support the data handling requirements under Florida Statutes Section 282.318 doesn't make the shortlist regardless of how impressive the demo is.

  3. Disqualifying criteria. Name at least three conditions that immediately end the evaluation. Vendor lock-in that prevents data portability? Out. No support for multi-tenant agency isolation? Out. Pricing model that punishes growth? Out. Having explicit disqualifiers forces you to apply them. Without them, you negotiate with every objection instead of walking away from genuine non-starters.

  4. Success metric. Define how you'll know the tool is working 90 days post-deployment. Not "better visibility." Something measurable: mean time to detect, reduction in manual triage hours per analyst, percentage of agencies with normalized telemetry. If you can't define success before you buy, you can't hold anyone accountable after.

Evidence From the Field

I've run this pre-evaluation protocol before every major security investment cycle at FLDS. The clearest example of where it paid off: a category of tools that looked identical on every vendor's marketing sheet started separating fast once we applied the constraint inventory. Several vendors had compelling demos. Two failed the disqualifying criteria screen in under ten minutes. One survived the full evaluation. That's not luck. That's structured criteria applied before the pitch room hijacked the process.

I've also watched it fail when the checklist gets skipped. Not here, but in prior organizations. An executive attends a conference, sees a compelling keynote demo, and comes back with a product name and a question: "Why aren't we using this?" That's the vendor evaluation starting from enthusiasm and working backward to justification. The result is almost always a tool that gets purchased, partially deployed, and quietly shelfed within 18 months because nobody defined what problem it was solving before the contract signed.

The FAIR Connection

If you're applying FAIR risk quantification to your environment, this framework slots in naturally. FAIR asks you to define loss event frequency and probable loss magnitude before you evaluate controls. The structure is identical. You define the risk scenario before you identify the mitigation. Vendor evaluation should work the same way. Define the threat scenario, the exposed asset, and the control gap. Then evaluate vendors against that pre-defined problem statement. Reverse-engineering a risk narrative to justify a tool you've already demoed is exactly as sloppy as it sounds.

What You Should Do Differently

Before the next vendor briefing, build the four-part checklist. Do it when you're not in the room with a salesperson. Share it with your team before the demo so everyone is evaluating the same thing. Apply the disqualifying criteria immediately and without apology.

The goal isn't to slow down procurement. It's to front-load the thinking so that the demo environment, the conference floor, the urgency of a board ask, none of those things become the actual decision-making process.

Knowing every vendor in the market is not the skill. Knowing your criteria before you talk to any of them is.
